This item is a class presentation for the MPA course Leadership in Public Service (course code PADP 8420). This presentation explores different conceptions of ethical leadership and the difficulties in defining and assessing ethical leadership. This presentation also discusses individual and situational influences on ethical leadership and the theories of transforming, servant, spiritual, and authentic leadership. In Yukl CHapter 13, the consequences of ethical leadership for followers and the organization and ways to promote ethical behavior and oppose unethical practices are discussed.

Competency One: To Lead and Manage in Public Governance

This assignment demonstrates the identification of leadership theories, demands, and the various leadership strategies for effective governance. This presentation identifies several relevant criteria for judging individual leaders, including the person’s values, stage of moral development, conscious intentions, freedom of choice, use of ethical and unethical behavior, and types of influence used.

This item is a synopsis for the Georgia Department of Economic Development (GDEcD) produced collaboratively with my colleague for the MPA course Public Financial Administration (course code PADP 6930). The production of this group project involved using Microsoft Word, Excel, and Powerpoint to create a complete group project deliverable. This synopsis provides an overview of the analysis of the department. This synopsis demonstrates the MPA Program’s first and third competencies.

Competency Three: To Analyze, Synthesize, Think Critically, Solve Problems and Make Decisions

To the third competency, this synopsis demonstrates an ability to utilize various methods and analytical tools to analyze and interpret the department’s purpose and its authority to determine different capital improvement options. Through a synthesis of information, evaluation, and analysis of both the department’s organizational chart and place within the state structure, this synopsis effectively and concisely presents the purpose and responsibilities of the state of Georgia.


House Bill 740 Draft and GaDOE Update sheet – National Association for the Advancement of Colored People (NAACP) Internship

These competency items include a preliminary draft of House Bill 740, which passed, and a Georgia Department of Education (GaDOE) HB 740 Update report for parents and teachers. These items illuminate the adjudicatory actions of administrative agencies and judicial review of the public policy process through the synthesis of information, evaluation, and analysis of the current regulation. These items were included as they point to the MPA Program’s second competency.

These items are a preliminary draft of House Bill 740, which passed, and a GaDOE HB 740 Update report from my internship with the NAACP organization. This bill involves implementing a Multi-Tiered System of Supports (MTSS), defined in HB 740 as “a systemic, continuous improvement framework in which data-based problem-solving and decision making is practiced across all levels of the educational system for supporting students at multiple levels of intervention.” The GaDOE HB 740 Update ensures educators and school leaders know the new law and examine practices to ensure interventions are provided before long-term suspension or expulsion. It demonstrates the MPA Program’s second competency.

Competency Two: To Participate in the Public Policy Process

For the second competency, HB 740 highlights the importance of information and support to districts and schools to bring about systemic improvements in school-based discipline to benefit all children through multiple professional learning events such as webinars, training events, coaching sessions, conference presentations, online learning modules, meetings, and newsletters. As a result, they protect the public’s best interest from the abuse/misuse of administrative discretion and facilitate a more transparent relationship between parents and the school system.


Social Media Use and Political Polarization in the United States: A Research Study (PADP 7110)

This item is a collaborative group research presentation on the effects of social media on the distribution of news and political information from public agencies. My portfolio includes it to demonstrate the MPA program’s third competency comprehensively.

This item is a collaborative group research presentation for the MPA course Research Methods in Public Administration (course code PADP 7110). This research essay explores social media use and political polarization in the United States. The production of this research project required the synthesis of information, evaluation, and analysis of selective exposure and echo chambers regarding political news and information. This research presentation demonstrates the MPA program’s third competencies.

Competency Three: To Analyze, Synthesize, Think Critically, Solve Problems and Make Decisions

To the third competency, this group project presentation demonstrates an ability to utilize various methods and analytical tools to analyze and interpret selective exposure and echo chambers on social media related to political polarization. By synthesizing information, evaluating, and analyzing both ranking algorithms of social media and political polarization, this research presentation effectively and concisely presents the public administration and policy implications, such as an erosion of democratic norms, legislative dysfunction, and extremism.


Theme Paper: Service Innovation (PADP 7500)

This item is a theme paper regarding public service innovation in the public and private sectors. My essay explores how to include stakeholders in the innovation process through engagements and meetings structured to identify opportunities and partners. This essay also determines how collaborators are needed to understand the landscape of their environment. My portfolio includes it to demonstrate the MPA program’s first and fourth competencies.

The assignment is a theme paper providing examples of public service innovation applications to improve local communities’ programs, services, and infrastructure. For the fourth competency, this theme paper will be essential for the success and survival of any local government. Collaborating with other crafty professionals through partnerships or donations can reduce the burden of limited resources while utilizing them where they are most needed. Finding new ways to provide services and carry out government functions can permit local municipalities to perform at their best and hold great pride in the community in recognizing innovative efforts (Service Delivery Strategies and Innovation, 2018).

This item is a final exam regarding collaborative governance, which requires public administrators to engage with intergovernmental organizations to tackle issues that cross jurisdictional boundaries successfully. My final exam also explores the growing need for mutual awareness regarding the complexity of local government. My portfolio includes this item to demonstrate the MPA Program’s fourth competency.

This final exam explains ways to develop constructive approaches to engage the public in local governance by allowing more opportunities for direct democracy. This item also demonstrates an appreciation of the complex environment of public management. This item demonstrates the fourth competency of the MPA Program.

For the fourth competency, this final exam lay the framework for the success and survival of any local government. Collaborative governance requires public administrators to engage with intergovernmental organizations to tackle issues that cross jurisdictional boundaries successfully. Facilitating citizen engagement can build the desire for the public to get more involved and identify a sense of community and responsibility. Further, this final exam identifies a growing need for mutual awareness regarding the complexity of local government.

This research essay explores the Uniform Guidelines on Employment Selection Procedures of 1978 (hereafter referred to as 29 CFR Part 1607). Synthesizing the performance management and merit pay systems, this essay identifies the historical and political contexts of 29 CFR Part 1607, who is protected under these guidelines, the actions under its purview, alternatives in selection procedures, and novel questions for 29 CFR Part 1607 today. This item is included in my portfolio to comprehensively demonstrate the MPA Program’s fifth competency.
